Right-back Djibril Sidibe is set to miss out with appendicitis.
The principality side, who are three points clear at the top of Ligue 1 and have averaged nearly three goals a game, became the first team to progress in a Champions League knockout tie after conceding six goals following the thrilling 6-6 away-goal win against City.
Dortmund eased past Portuguese side Benfica in a 4-1 aggregate victory.
"Monaco play at a very high tempo and, in addition to individual talent, they have a very strong team ethic," said Dortmund head coach Thomas Tuchel, whose side were thrashed 4-1 by arch-rivals Bayern Munich at the weekend.
"I think it's safe to say we won't have two 0-0 draws; both teams are too interested in scoring and pushing themselves to the limit."
On his injury concerns, he added: "There will be players coming back, we don't know in what condition they will be in, but we need them with strength, form and energy."
Both sides are bidding to reach the semi-finals of Europe's premier club competition for a fourth time.
Dortmund previously reached the last four in 2012-13 when they knocked out Spanish giants Real Madrid before losing to Bayern Munich in the final at Wembley.
Monaco have not reached the semi-final stage since 2004 when they were beaten by Portuguese side Porto in the final.
